The institutional system of the European Communities is difficult to classify. The Community is much more than an inter-governmental organization: it has a definite legal status and extensive powers of its own. But the Community is not a federation to which national parliaments and governments are subordinate in certain areas. Our best course may be to leave it to future historians to find an appropriate label and simply describe it as "Community" system.
